    Healing Surges

My underline. I don't agree with you. I agree with elecgraystone.

    No Miniatures, Gridless System

After a quick glance, my first reaction is that it would be nice to allow move actions to prepare area effects. For example, I have a Dragonborn with Enlarged Dragonbreath. I want to attack as many enemies as possible, but don't want to hurt my allies. It would be nice if I could spend a move...

How to kill a blue dragon?

I have to agree with the general sentiment that this is a pretty harsh approach. Remember that saying "yes" is a skill! Why punish a player for choosing and using a power? I think it's fair to ask them to describe the illusion so that it properly affects a flying creature (the sensation of a...

    Healing Surges

Just to pitch in my 2 cp: I think that, by the time your healing surges are depleted, you've probably been punished enough. If you don't have a surge to lose, don't lose it. If they're truly getting into the game, they should be worried enough by the time they reach that point. As for losing...

D&D 4E In 4e combat, is an ooze as tall as a human?

This is tricky. Mechanics-wise, it seems it should work. Given exception-based design, if an ochre jelly is large, it should be able to reach anything a large creature can, unless otherwise stated. So I voted for the first option, and I think ultimately a DM should allow it. However, the MM text...

Addind ½lvl to your powers... not?!

It is weird because it's not true. You add half your level to attack rolls (not damage rolls, though).

    Mounts - Carrying Capacity

Quite frankly, yes, I think it is reasonable. And no, Dragonborn aren't oversized. They are medium creatures just like almost all other PHB races. Moving into the MM, even the mighty minotaur is medium. It's perfectly reasonable to expect Dragonborn characters to play characters that take...

    Brakes Off - Multiclassing

To the OP, I should mention that as long as you exclude at-wills and only allow swapping powers instead of adding them on, I don't see it being too overpowered. That said, I often wonder if people's hangups about multiclassing arise not from multiclassing, but from Paragon multiclassing. IMHO...

    Khopesh: HBO plus Deadly Axe

You got it. I'm also interested in making my at-wills more deadly, since I'll be able to use them for both OAs (HBO) and charges (Steel Grace; check the errata). On that note, martial power could be very nice, since Sure Strike sucks so much and I want something other than Cleave and Reaping...

    Khopesh: HBO plus Deadly Axe

Ooh, wow. I hadn't considered that. Well, the game starts on Saturday and I've got a busy week... Maybe some other time.

    Mixed Heritage

Can you select humans? If so, what do you get? You might also consider adding a line that this feat is not retrainable.

    Non-lethal damage

QFT As someone interested in heavy roleplaying and moral dilemmas, I am usually put off by the general D&D "kill everything" tendency. I'm glad they made knockouts so much more mechanically easy, because they set up fantastic roleplaying opportunities. This is one of the reasons alignment is...

New Combat Action: Cling (Updated, v 1.1)

Hmm... maybe I should put in a few white lizard tails as consumable items?

    Khopesh: HBO plus Deadly Axe

So aside from the one suggested by Danceofmasks (seriously, Vorpal + Brutal = ZOMGBBQFTW!!!), can anyone recommend some interesting combos I might look into? I'm already looking at combining fantastic OAs with an axe's damage output, mainly capitalizing on crits whenever possible. Are there any...

    Re-Training Ability Scores

Thinking some more about it, I would limit the point buy shifting to up to 5 (maybe 6) points shifted around. 4 might work, and 4 is the minimum (so you can raise something from a 17 to an 18). I suggest 5 or 6 to account for stray points moving an 18 down (what if they also want to move a 16 to...

    Khopesh: HBO plus Deadly Axe

I've also looked ahead a bit with this build. I should mention that I'm making a Dwarf. With only investing enough Dex to get feats by paragon tier, I can instead focus on building Con for axe-boosting feats and such. In addition, I'll qualify for the Swordmaster paragon path benefits.

    Re-Training Ability Scores

It might be easier to consider this from a point-buy perspective. Everyone gets 22 points, right? Well, you could say that once per level, they can retrain where these points go. Not sure what limitations you should place on it, but it seems that should be a better place to start.

    Gelatinous Cube Pills and Swarms!

I created a new combat action to describe what happens in the cube swarm attack: http://www.enworld.org/forum/4e-fan-creations-house-rules/243568-new-combat-action-cling.html Basically, The swarm can grab and cling. It can only cling onto one target, and it automatically moves into the...

    Khopesh: HBO plus Deadly Axe

So I'm making a fighter for our next campaign. Looking ahead in my build, I've been curious about focusing on my OAs, namely through the Khopesh in AV (one-handed, military, +2 prof, 1d8, axe and heavy blade). I hear that High Crit is a fantastic quality to have, and that Heavy Blade Opportunity...
