Ever since TNG there has been speculation that Trelaine might have been a Q, so they've effectively now made that canon. The IMDB listings explicitly name the characters Trelaine and Q and, as that information comes from the studio, that's pretty much the final word on it I would say.

There's that, plus humans had gotten even more uppity, in the TNG days, so they had to be cut down a peg.
