    They grant a +2 bonus, as noted in the descriptions of the individual weapons. I just doubled-checked, and none of the martial and simple weapons in the Player's Handbook v3.5 offer this bonus. Only some obscure exotic weapons do.

    Fast Movement specifically states that it only works for land movement. That's the speed increase offered by the Barbarian and the Scout. The Monk class description, however, does not specify such a restriction.

    Spend an action to gain a low-level power boost? Sounds fine to me. At higher levels, when cantrips come by the dozen, the action will be too valuable to waste like that. At lower levels, it may be more worthwhile, but it will still be a definite trade-off.

    The trouble, then, is the rogue bow-user, whose first range increment is possibly 110 feet (C. Longbow) or 165 feet (with Far Shot). At that point, why bother with any Sneak Attack range limit at all?

    At 10th level, 6d8 is rather pathetic, even for an area effect. On the other hand, that tactic is so cool in my imagination. I'd still take the hippogriff, but the flock of lizards would be fun in its own right.
