That is what I have been doing. I think the legion devils give a really good base because they have a lot of examples of them. But I also have to agree if you are going to do it from scratch you should make a solder of the right level and just drop its HPs to 1.

Our level 1 group took out the dragon in the DMG with no issue at all. How many encounters have you run with a dragon in 4e?

The new color (or colour if you must) is not bad at all. The gold/red on black is not killing my eyes like the white on black does (as the forums still are).
