1) I can tell you this will NEVER go over well. It will tick off your players and makes them more close minded and very not amiable. 2) There is no reason for this either, ultimately they shoudln't be questioning you, the DMG clearly states that you as the DM have the ultimate (almost god-like)...

If you already look like him, the help the disguise kit can give you is very minimal, I think that's the reasoning behind it. A disguise kit doesn't help if your natural features make oyu disguised.

You may assume average startign gold or you may rolls for it and post the roll link. @Evilhalfling Well using a shortbow and longbow is no different except in size. We'll call it a house rule. ;) They used to do stuff like that in 3.0 Shortbows in place of small Longbows...it just makes more sence.
