In Kirk's era it's the five year mission, so they need to be able to operate for longer periods far from support, and have specialised staff to cover their wider mission profile (like they have a dedicated historian in Space Seed). And yes, as @Ryujin says, plenty of replacement redshirts. :)

It's a pretty old game now and has its quirks and bugs. You'd probably have a perfectly good time playing it now, but I personally won't be going back to it anytime soon without the remaster.
