    Well, it may be a ranged attack spell, but there's no damage being dealt. A target just gains 1d4 negative levels. So, I'd say a confident "no". :) I'm curious--what sources say yes? EDIT: Meeza dumb. All that's wrong. See below posts.

    Generally, I'd go by CR, too. There was a great Dragon article a while back that had a funky chart for what summon spell called what CR creatures. This may be something you want to playtest, though. :)

    It depends on what he's doing. Check out the sniping task under the Hide skill (3.5 PHB Page 76). It shouldn't hurt to apply that to certain spells, too. :) Hope that helps. :)
