Help me prepare my Half-Elf Cleric for Paragon path...

If your DM isn't going to follow the treasure rules for 4e he should implement Inherent bonuses. For reference, at 7th, your party should have received 4x7 magic items for a 5 person party, totaling 28 magic items, at least three of which should have been a weapon or implement, armor, and neck...

    Enemies going stealth????

MM1 on how to read the monster block. Skills This line shows only trained skills or skills in which the monster has a racial bonus. A monster’s Perception score appears elsewhere in its statistics and isn’t repeated here. Ability Scores This section shows the monster’s six ability scores...

    Enemies going stealth????

If they are trained in stealth it'll be under their trained skills with the correct total. If they aren't it is just their dex mod+1/2 level, which is handily already calculated in the number in parenthesis next to str/dex/etc.

good paragon paths for basic attacks? (E-martial classes)

Half-Elf Slayer with Eldritch Strike Diletante (Melee Training Con through Heroic if you actually play Heroic) MC Arcane Class Academy Master. A nifty option, and you can add White Lotus feats onto it.

    Elemental Tempest Question

Yeah, you get all the benefits from both. "Manifesting" is basically "appear as." I made the mistake once of thinking it meant actively using a racial power. Need to pick up the FR book for the rule, I don't think it actually appears in their DDI entry (though I could be wrong).

    Artificer/Seeker Hybrid... Seen one?

If you optimize the whole party around the Seeker they get marginally better, it is true. Marginally. If you optimize a whole party around, say, a Wizard, you know what happens? Encounters die in two rounds. Or an Invoker, or... You better damn well play a Seeker intelligently if you're going to...

    "your defenses"

...That is actually an interesting question. It is a bonus, but in some sense it isn't temporary, but conditional. Which is different.

Damage via effect (flaming sphere etc.) how does it work?

RC page 222, if a power gets a bonus to damage rolls, all damage rolls in the power get the bonus. Generally it is easy. Damage roll? Yes. Power has Implement keyword? Yes. You get Implement bonuses. Sorcerer's are a good example of other keywords mattering. Power has Arcane keyword, Power has...

    Artificer/Seeker Hybrid... Seen one?

Seeker is, overall, not a strong class. This is more likely to weaken his character then anything, so if you're worried about it overpowering him... don't.

"The man in black fled across the Mournland, and the Dragonmarked followed"

Gunslinger as a whole seems more Dark Sun to me.

Word of Life and Pacifist Healer

Healing Word did indeed have the Divine keyword removed in Essentials.... it isn't clear if that was intentional though.

Opinions wanted: is 'Master at Arms' an expertise feat?

Not really better... Sheath Minor > Attack > Quick Draw. Economy: A Minor Action. Master At Arms: Minor Switch Weapons > Attack. Economy: A Minor Action. After you've attacked, Switch Weapons Back: Master At Arms: Works for a Minor. Quick Draw: Two Minors. So it is significantly better in some...

Opinions wanted: is 'Master at Arms' an expertise feat?

It is an Expertise feat. Though letting players take the new Feats for the secondary bonus seems all right if you effectively give it out for free, so long as they don't also get the bonus to hit.

    Helpless

Actually can happen. Wizards have a Helpless+Stun (Save Ends) Daily... but many Solos are immune to Stun, so they'd only be Helpless. Truthseeker PP has a similar power. Face of Death, Wizard 9, inflicts just Helpless on the First Failed Saving Throw. So three possibilities (oh, and some...

    Helpless

COUP DE GRACE: STANDARD ACTION Helpless Target: You can deliver a coup de grace against a helpless enemy adjacent to you. Use any attack power you could normally use against the enemy, including a basic attack. Hit: You score a critical hit. Grants CA and makes you eligible to be CDG'd is it.

    Sorcerer Power Question

If a power says you must be wielding a (blank) you must attack with (blank). See the official FAQ about Rogues being required to actually attack with a Light Blade.

    Meenlock's "Horrid Link" power

Whenever you are effected by a power you know all of its effects, instantaneously. So... yeah, you did know, by RAW, unless the Rogue didn't take his Free Action to Speak a Few Sentences. If you're saying you didn't ask what it did or your DM didn't tell you, that is a failure to follow the...

Thief seems overpowered to this new/old DM

Whoops! Browser Settings Incompatible "What was that? Thieves don't even appear in the top 10 past Heroic? No? No Paragon or Epic Thieves winning any DPR contests and they don't have dailies? Shucks."

    Attacks Thru Summons

I've asked CS 37 questions, they've been right twice. After they were wrong the first three times I turned it into a game. I'm winning. They are not consistently right, which is all that matters. Would you hire someone to build a house if their houses fell down 50% of the time? Asking CS is a...

    Maximum Allowed Defenses?

Bonuses of the same type don't stack. Odds are you have a "+1 Feat Bonus to F/R/W" and you took a feat that is "+2 Feat Bonus to Will". Since they don't stack, your Will went up by 1. Carefully read your +defense things and see what kind of bonus they apply. Some bonuses don't specify, those...
