Incidentally, in OD&D magic-users did not get 7th level spells until 15th level, 8th lvl spells until 18th lvl and 9th lvl spells until 21st lvl.

I chose 25 but 30 is acceptable. In any event, there should be a cap.

A wisdom penalty might be more appropriate, although I am not entirely convinced they need one just because they have a dexterity bonus.
