    If I look at page 15 in the PHB I don't think it counts as an attack, utility or feat power. Therefore I believe it is allowed by RAW. And I'd allow it even if it wasn't, it's not cheese at all.

    I pity the Avenger that oathed a minion... and the minion decided to run away because he knows he's been oathed and is scared to hell (makes sense for kobold/goblin minions), leaving the Avenger unable to use his class feature.

    Avengers might have a better base chance as long as they're attacking their preferred enemy and they're only next to that enemy. From what I've heard about them at least they're strikers who do more damage because they hit more often.

    I believe that if the mount is worth 150 exp it adds 150 exp worth of monsters to the battle. So the exp the players get doesn't change, just the amount of monsters.

    Tell your players not to complain. My old DM gave out a level every 15 sessions on average. Thank God that campaigns over with.
