    It was to be run on the GURPS engine, but some kind of falling out occured at the last minute and thus the SPECIAL engine was created. The PA Forge (paforge.com) has most of the files of Fallout PNP which is also based on the SPECIAL engine.

    Bastion's Complete Minions has the hearth horror. It mentally enslaves people (however you want to define that) from miles around to rebuild evil structures after they have been destroyed. It would be really easy to change it to fit your concept.

    Halflings are cannibals (I am not going into the specifics of that term) like those in Dragon 300 or Dark Sun.     That is why I think hybridization should be the most powerful form that creates new species. As for powerups, PrRs lead the pack and rightly so- Oathbound is meant to be a overpowered setting.
