Seeking help designing an Evil Scout (quick build)

Good Idea, But here is a thought, how about a CE Rogue/ Scout. I would also use the woodland rogue variant out of complete arcane. The Rogue skills and abilities would stack vary well with the scout abilities and skills. That way you get a Scout doing skirmish damage every time he moves 10...

    Action Points

I think action points are a great idea to add flavor to your game. I agree that if too many action points are aquired, they can be unbalancing. I think the key depends on what kind of game the DM is running (low fantasy or high fantasy). If you don't want the PC's abusing the action points then...

Only one sneak attack per spell???

So what your really saying is you feel allowing spells to do multiple sneak attacks is too overpowering to the game?

    Simultaneity of Attacks

I am not familiar eith the personal warding effect; but if I understand you correctly, then the dragon would take 1d6 con damage every time he hit you with an attack. If that is the case, then the dragon hit you if he also took the second set of 1d6 Con damage, becuase he can't take the Con...

    duergar invisibility??

Duergar Get invisibility 1/ day as a spell-like ability (SLA). If they take the Magic in the Blood feat (must be taken at first level as a regional feat) they can use it 3/ day as a SLA.

    Compound bow

Why are you trying to reinvent the wheel? IMO, It seems to me there is already an item to emulate a compound bow, its called the composite longbow or shortbow. Add the Str bonus purchased with a composite bow and you have the equivilant to your compound bow.

    Permanent magic tattoos

I am currently working on a Scarred Lands Campaign, In the Scarred Lands, magical tattoos are used quite a bit. I am not sure what the pricing is, as much of the Scarred Lands is 3.0 and I haven't converted it to 3.5 yet. I will have more up to date info when I finally get my Relics and...

    Rebuke Undead--Alternative uses?

Look at the BoED and BoVD, I think both have alternate uses for turning attempts/ rebuke attempts in them. I know there are feats and spells that allow you to spend a turnig attempt to bolster spells or produce other effects. IMO, alternate uses for turning attempts are a great idea...

Wand of Cu Light vs Wand of Vigor, Lesser

Just a thought, You know that sneaky pest of a PC who goes around trying to do wads of sneak attack damage tends not to be able to take alot of damage. With only a d6 for HD, that use magic device skill can come in handy if he needs some immediate healing.

    2 weapon fighting

No, TWD and a buckler shield bonuses do not stack. However, you can gain Imp TWD and Greater TWD to increase the shield bonus and if you make one of the weapons a defending weapon, you could apply the weapons enhancement bonus to AC as well.

    Simple Rogue Variant

Per the Rogue Special Abilities section: a Rogue may take a feat in place of a special ability. So, IMO if a DM were to allow your variant, I would stick to the rule that you may select a special ability every third level in place of a feat. So you could select the first special ability at 3rd...

    2 weapon fighting

Look for the new feats out of Complete Adventurer or Complete Warrior to up your AC: Improved Two Weapon Defense and Greater Two Weapon Defense I use the Two weapon defense feats to up my AC, because they apply against all attacks against me while I fight with two weapons, whereas dodge only...

    Rogue sneak attack question

Correction, Scorching Ray requires individual ranged touch attacks for each ray, Manyshot doesn't; therefore, you can sneak attack with scorching ray but not manyshot.

Need hellp with character creation for an intractible DM

Sounds like the DM should present you with some specific characters or templates you could choose from. If he keeps shooting down everything you want to play after that, then I'd find a different game. Personally, I would not play with that kind of DM. I think that a DM that strict, takes the...

Heward's Handy Haversack = free Quickdraw? +Quiver of Ehlonna questions

One of my character's is using a Quiver of Ehlonna to store three different Great Swords in it. So i have a different Great Sword for alll occasions. Makes things pretty nifty when I finally run into that incorpereal creature no one else can hit, I just whip out the Ghost Touch Great Sword and...

Warlock - Frightening or Sickening Blast?

You do get other invocations bewtween 1st and 6th levels don't you? You just don't gain access to the next class of invocations until 6th level. But you could gain two or three of the least invocations by the time you reached 6th level. You can also change one of the invocations you already...

"Ring, engage the cloaking device" "Aye, aye, captain"

I would think a Ring of Greater Invisibility or even the Intelligent Ring of Invisibility would be an Artifact only available to epic characters! I would also consider that at epic levels, there would probably be a fair number of PC's with blindsight or something to counter invisibility.

Can you ready a move action?

Assuming a fighter has a speed of 30'. The fighter moves 30' to attack, but wait the target had a readied action to move when the fighter threatened the target. Then the fighter either attacks the empty square completing his actions for this round, or he continues to make a double move...

Warlock - Frightening or Sickening Blast?

Thanee, I think you might want to look at it again, Per the PHB, Frightened: Fearful of a creature, situation, or object. A frightened creature flees from the source of its fear as best it can. If unable to flee, it may fight. A frightened creature takes a -2 penalty on all attack rolls...

    Action points and such

I have played the SPYCRAFT system a little. The action dice are very cool, especially in a James Bond 007 type of RPG where everyone wants to actually be 007! It sounds like a nice variant to a D&D fantasy RPG; but I'm not sure if it would be unbalancing.
