    While we are on the topic of laws--one country handles appeals differently. You're always free to appeal a conviction or judgment to the next higher level where you get a new trial. It's double or nothing, though--appeal a 1,000gp fine and lose and you'll pay 2,000gp.

    I don't feel the need for such precautions. Creating the new phylactery is an expensive and time-consuming undertaking. You find and destroy the phylactery and then kill the lich while he's vulnerable.

    It's been a long time since I looked at it but my understanding is that the lich can have only one phylactery at a time. If it's destroyed he can make a new one with the same costs as creating the original one.

    I certainly wouldn't allow the food to be removed from the mansion--I would say it vanishes if you attempt to take it outside the area of effect of the spell.

    Yup. That's how I handled a CG succubus NPC--I didn't swap anything. She has the abilities she was born with but she will not use her level draining ability at all and she will not use mind control on an enemy.

    Agreed. The OGL isn't the problem, the problem was a lot of the older people not liking 4E. The OGL was the weakest spot and thus where the failure showed up (in creating Pathfinder) but that doesn't mean the failure wouldn't have shown up elsewhere anyway.
