    Yeah, this is really a running debate that I hadn't engaged in previously. Having read it closely, I think the intent for dispel magic is to able to zap a single wall of fire but not a bless effect, for example. It has to be visible by standard targeting rules. I think I've got to disagree...

    Good catch. It seems like the Sage himself confused "draw/sheathe a weapon" with "ready/loose a shield", the latter pair of which you can in fact do with a normal move.

    My reading is certainly that spells that target multiple creatures create separate individual magical effects. Not that dispel magic has the power to make creatures entirely outside the burst area simultaneously lose their haste or summons that came from the same casting as someone inside the area.
