Do Prestige Classes Cause XP Penalties?

They're not supposed to. 3.0 said so; among 3.5's glitches were that they dropped that important rule. The following is from the 3.5 FAQ p. 4 (even though it really belongs in Errata):

    Ring of Blinking - Questions

Yeah, this is an outstanding question about magic items in general that isn't adequately resolved by the core rules. I feel that these items must be continuous once activated, because it's just too awkward to conceive of that people are continually re-activating their key items every few rounds...

    Spells on horseback

It's a Concentration check. From the SRD under the Concentration skill: Edit: Way too late.

Which Class or classes do you feel are unbalanced-too powerful?

When was the last time you had a group of people all want to be the same anything? In my experience, in the modern RPG home-play era, players almost always want to stand out and be different and individual, even if it costs them to do so. Even if you could prove that one class was twice as...

Nasty trap... does it work accd to RAW?

No, that's exactly what "casting spells though it" means. You should read the rules for "line of effect" in the PHB Magic chapter.

Flat-Footed, Surprised, Initiative & Sneak Attacks?

Now there's an explanation anyone can understand. :)

Flat-Footed, Surprised, Initiative & Sneak Attacks?

Agree with #1. A rogue who wins initiative can sneak attack. A rogue who wins initiative and surprises the opponent can get 2 sneak attacks (one for surprise round, one for first regular round).

    UA Insanity Rules [2005 thread]

Actually, one more question: Is there a damage amount specified for something like seeing one or more of your friends killed in melee combat?

    [3.0] Grappling and AoOs

By the rules as written, your player is correct. You can only take an AOO on a creature that is standing in your threatened area. It's pretty simple. Some folks get confused because in D&D FAQ 3.0 p. 52 there's an answer that does specifically allow readying an action to use a touch spell on a...

    Half-giant and Goliath's Powerfuld build

Just realized that this is dealt with in the D&D FAQ v3.5, p. 2:

    UA Insanity Rules [2005 thread]

Yeah, no matter how often I click on the grayed-out "Variant Rules" it doesn't do anything for me. :)

    Counterspell Range

The rules for counterspells say this, if you pull off all the requirements: Now, most often the counterspell is the same as the attack spell. But there is the option to use dispel magic, or anything in the same school with the Improved Counterspell feat. In which case the attack spell & the...

    UA Insanity Rules [2005 thread]

Guess I'll bump this once -- I don't need the whole system, just the basic resolution mechanic. Is it based on Will saves? Or some kind of psychic hit points? Or what?

    Resist versus Protection

Note that this problem existed in 3.0, but was greatly exacerbated by the 3.5 revision. In 3.0, resist elements only blocked a flat 12 points per round. The fact that in 3.5 it quickly scales up to 30 points makes the prior problem even worse.

    Survival in the desert

Good point. I think it would be reasonable for the DM to simply specify a different DC for different campaign regions. Maybe 15 in mountains, 20 in desert or at sea, etc.

Caps on Creating Magic Arms and Armor

As usual, Hypersmurf is correct and succinct. Which is to say, the "two requirements" mentioned at this point don't exist. Just another way in which the caster level errata makes things in the DMG nonsensical.
