I agree. When they mangled the rule that "For other magic items the caster level is determined by the item itself", all these caster levels became nonsensical.

I guess I should respond to the original question directly. (Typo in the original post threw me a bit.) This is precisely one of those aspects of the magic item system that, as you observantly point out, doesn't make any sense under the "caster level is alterable and not a requirement" errata...

But that's my point. The pro-errata designers say you do need to modify price for caster level... but they never gave any firm rules for exactly when or how much. And once again, the proper solution to pearls of power is just errata their caster level (as done in RPGA's Living Greyhawk), not...

Response from Monte Cook Monte Cook has graciously responded to a pair of emails from me. His answer to this question is "No", that is, "cast upon = targeted", and that in RttToEE Thrommel's ring of counterspells (fireball) is an error.

Interestingly, we have an example of that in the rules for invisibility. And of course we have the Targets-only language from spell turning: Yet the ring of counterspells doesn't use either of these language options.
