Now the name itself is bizarre.
Why call it a throw instead of a saving roll?
And why saving?
You save yourself from falling, you don't saving yourself.
Yeah, it's still the worst.
Most of that stuff is basically flavor text your DM will probably tell you anyway.
Almost none of it is super vital 99% of the time.
It's the worst ability score by a country mile.
In real life, sure.
In real life people intoning nonsense words and waving their hands about aren't actually casting spells.
But in the game they are, because it's a fantasy game.
Why not embrace the fantasy?
Why make a drunken master that gets no benefits from drinking and doesn't really do anything fun?
They seem to have made a "realistic" drunken master.
Which is boring.
Looking through it.
So far it feels like most of the playtest stuff.
A bunch of half baked ideas, mechanics, and flavour text mashed together with little rhyme or reason.
There's just more if it it.

I certainly think it takes some notes from 3e, in regards to characters all being competent and have mechanical heft to them. The powers are formatted differently and use a different resource set up, but they exist.
Honestly, 13 Age and and Strike are really the only games that really feel even sorta 4e to me.
Radiance definitely has some 4e-ish stuff.
In your situation I'd just play 4e.
Yeah if you want psionics get PHB3.
Dark Sun specific monsters grab the Dark Sun Creature Catalog.
You don't really need anything else, nothing from 2e unless you want it.
I'd recommend the PHB2 as well, but you don't need it.
