    But aren't these DM aspects? I mean, the DM is the one that builds the world. In 3e I can have a bunch of commoners roving around acting like wolves for literally no reason. In 4e I can have the same. Or am I missing something?

    That's how I have run my game until recently, and I can say - it does. I am thinking more of the 75% HP + 25% damage.
