    I would have to run through numbers to agree or disagree, but I doubt there are more than 20% fights that don't go into at-will territory. Anyway, I upped the power of two heroic feats, added third, and also added extra rule that makes tactical feats better at some circumstances (see rule 3).

    Thanks for input, I moved RitO. I could change rule to "before attack" but I fear it might be too much of a nerf. Maybe if the attack fails, you don't spend the use? You would still waste a round so there is a penalty, but the feat itself is reliable.

    I know what my first generic house rule will be (other than houseruling bunch of racial abiltiies) - you can take a feat w/o meeting ability requirements, but feat's effects are halved or otherwise reduced in some way.
