I would say just use the psionics as a basis and don't make the player take the metamagic feats. If you just make all metamagic feats in there automatic I think it would just about do what you want to do with this.

I would say that the bonus on expert defense should probably only be +1 and the bonus to AC on SB Mastery should increase to +2. Other than that it looks good.

There is also the option of the rexerve spell feats from the Complete Mage. Rather than make them feats that they have to pick change them into spells. Pick one every three or four levels. You still have the option of casting all day with the little spells or blasting with your big spells...

As a DM I would let someone take the lower attack bonus first. Every attack after the first would just take a -5 penalty like normal.

I don't see why you are worried about the differences in the ability to hit the enemy with a sword between a wizard and a fighter. The fighter pretty much needs to go and hit something with a sword, and well if I am the wizard I don't try to do that unless I cast true strike first for a +20...

Look at baldur's gate pc and playstation version for a little bit of influence. First encounter in both is rats. I also give neg your con until death. Even a first level wizard with a con of 12 takes 17 points of damage to be killed outright with that setup. A barbarian with a con of 16...

If you tried to steal the warmage's ability it would make it overbalanced in the favor of the wizard. I would say that the extra damage should be granted by the non casting stat

I don't think the reduction does much for heighten because you choose your increase. If you choose to cast as two levels higher and lowered by one it would be +1 DC or you could just ignore the ability for this feat and choose to cast as one level higher.

What are all the different ways for an arcane caster to reduce his metamagic feat spell level increase? I only know of a few. Metamagic school focus from complete mage. Incantrix prestige class lowered metamagic spell level, that is in MoF. I can't think of any other feats or class abilities...
