    I GM fantasy in what seems to be an unusual way. I treat every sapient creature as a PC that I'm looking after because their player isn't participating. None of them are interested in getting pointlessly killed, so I don't have "mooks."

    You're using 4e TL8; he's using the 3e TL8. They are different, confusingly so.

    Yup. The moving parts of the system are more visible than in many game systems, but they have fewer hidden interactions. There are a couple of articles about running GURPS without using most of the rules in issue #5 of The Path of Cunning, a fanzine I co-edit.

    What are your go-to dice?

    There days, mostly playing on line, either the Roll20 /roll command, or the Javascript dice roller a friend wrote. For face-to-face play, either some of the custom dice I designed in 2015-16, or Dwarven Stones metal dice I don't have a picture of.

    I found the Dying Earth RPG worked well for playing a parody of modern politics. Since the game is about inflating your own importance and misleading your fellows, this wasn't a surprise.
