    It's the ability to cast too many high level spells in the same encounter that is the issue if you simply triple the slots. A 10 minute ritual recharge seems seems more sensible and in keeping with existing mechanics.

    I can see why they have floated declaration for paladins as it is limited to once per round. To maximise fighter benefits, limitation such as that would be less of a problem for other classes than the fighter.
