    I think that both the defenders in my party might take that ability (they are currently level 8) As a HR I may reduce this power to resist 8, and MoG to resist 4. still heavy resistance, but not invulnerable to minions and ongoing damage.

    I don't think you should use the same level distributions for urban and rural areas. Your graph is fine for rural populations, but doesn't work for cities. I would suggest you wait until they recruit armies from cities then recalculate appropriate demographics. It really will be a long time...

    This was actually done IMC the party put a bounty on Kobolds and named the mayor (an unpleasent ex-captain who had seized the town) as the person paying. The town was out of the way, kobolds were not, so a lot got killed before the rumors/notices/bards were stopped.

    Advice for a Hell of an Epic Adventure

    You may already know some of this but..... watch where monster come from, MM1 & MM2 epic monsters do way too little damage, and tend to have stun/dominate/daze powers, while lacking any defenses vs the same.

    I have run 1 beholder and fought one beholder in 4e. Each killed one PC. Which is about the same lethality as earlier editions. I consider fighting them to be like a russian roulette game withe the party.

    Small Elementals are the only thing I use SM 2 for. Earth +5 hit, 1d6+4 damage. (earth mastery for +1/+1) Air elemental +6(1d4+1) flyby attack. 100 perfect flight. anything else is just an exercise in whiffing.
