For a succubus, all Change Shape needs to do is change her shape. She's not going to be shapeshifting into dire wolves or dragons, so the rules could be something along the lines of "you keep all of your own stats, you just look different".

Put some effort into conveying what's happening and suggest that the victim reacts accordingly. If the succubus makes you fall in love with her, mention that, and suggest that the victim should treat her as a lover (so killing her pet nightmare is inappropriate, and so is running away to avoid...

OTOH, if (if, because there just might be general rules for the Charm tag that expand on this) the whole of the effect is "the target cannot attack the succubus, and if the target is adjacent to the succubus when the succubus is targeted by a melee or a ranged attack, the target interposes...

I don't think this rule should apply to the PCs, or any sort of sneaky monster could easily result in multiple PC deaths. I also don't think this rule should apply to more important opponents. I don't want the PCs' daring raid of the evil necromancer's tower to end with them getting the drop on...
