I am thinking you are correct. Honestly for all the stuff I didn't like about 4e, monster design was one I thought they got right (when it came to figuring baseline numbers like attack and AC and defenses and such).
Could also be a range based around CR. Most follow 10 + ability mod for example, but can be tweaked +/- a few points in either direction. So, if you have a CR 3 monster, it's attack rolls can fall between xxx and yyy. Same for damage. Same for AC. (Kinda like the Pathfinder chart for monster...

Yeah, I may drop Dex mod to lightning damage. It does seem weird. The other....I don't know. The original volt attached and stayed attached until it was killed or the victim died. We shall see after some playtesting this weekend.
Yep. It is. I got the same average 8 or so damage crunching the numbers from the Starter set (and I probably do need to drop it since it can do that each round as well as drain blood while attached; either that or bump CR to 1 maybe). AC average is 13.5 (if you toss out the one AC 18 monster)...

Same here. We've never used point buy and likely never will. We actually use a few dice rolling methods that vary from time to time...just depends on what peeps are feeling at the time. (3d6 just like the old days, 4d6 drop lowest, or 3d6 and reroll any 1s).

Agreed. Dont' like it. Ignore it. No harm no foul. We haven't allowed gnomes or halflings in probably 20+ years. They just don't exist in the campaign world. No dragonborn or tieflings either. None fit the style or feel we play; so we ignore them.
