Yep. Cone of cold does 8d6 damage as well. Likely jacked up to balance against increased monster hit points (if the ogre preview, for example, is any indication).

Regarding the bless spell, wouldn't it be "cleaner" to say it grants advantage to those affected? (I know the average/mean of advantage vs. adding 1d4 can be greater, but still.)

I think you should be able to learn skills during downtime personally. It makes sense. Take time off from adventuring and learn to pilot a boat. Or learn to weave a basket. Or whatever. However, me personally, if I implemented skill training during downtime, I would require a cost investment...

Even if class/background/race/ability scores/etc are the same, can't you just change personality? No mechanics needed for that. Just role-playing.
