I disagree. I've read the OP 3 times and I don't feel JW suggested it was removed immediately. I don't necessarily think your interpretation is wrong, I just don't think it is any more correct than mine.

That is not universal. My group likes exploration, but is absolutely not interested in resource management. We like to investigate, research, and discover new things, but are not interested in tracking our rations, supplies, etc.

IMO, you don't need home rules to run an exploration style game, you mostly do for survival style games (though the alternate rules in the DMG can work for some). IMO, resource management is not a big concern with exploration style games, it is for survival style games though.

4e was never in the OGL and doesn't have a usable SRD. It is a different animal. Moving previous editions is still listed as in there plans. Notice it is listed as "upcoming." They are clearly focusing on the core books.
