IIRC, a designer said, multiply the static damage mod by 2 (or 3 if the monster is a brute) in paragon and epic tier. Increase the attack bonus of brutes by 2. Take a look at DMG2 P133 for infos on creating elite and solo monsters. Apply those new rules to your old monsters.

Hi there! Even so you seem to like charging you should switch DEX and STR. All rogue powers are based on DEX so you sacrifice +1 to hit with all rogue powers for +1 to hit with charges. That's a rather bad deal. I haven't checked your numbers but your formating has improved anyway.

You shouldn't base your rules argument on AV1 when PHB3 has rules for it as well. They state that you can apply a weapon's magical properties when you use them as implements. WotC CharOp agrees that a subtle weapon can be off-handed to gain the bonus damage from the property.

There is good warlock stuff in that article, anyway, you're better of buying a DDI subscription b/c you get dragon stuff that isn't in the annual. DDI gives you all books/dragons/etc. and you can search it. If you intend to spend money spend it on something that is overall more useful.

You should have said she can apply a striker damage feature to two damage rolls over two rounds. Which is not the same as doing strikerlevel damage.
