I was thinking lastnight after posting, that these modifiers for damage type remind me an awful lot of GURPS--so another option would be to have a fixed armour value, but multiply the damage that penetrates by some value (such as the GURPS 1,1.5, and 2).
It's been a while, a character still gets his STR Dmg Bonus in 3e when using weapon finesse doesn't he? (If not, ignore what follows ;) )

1: If your base HPs are generated by multiplying some base by your STR Mod, this will give characters with STR<12 either Zero or Negative HPs.

I agree that it makes DEX too important--unless a couple of other things are changed as well (and maybe even then).
What I do in my Basic D&D campaign...
When wielding a weapon one size category smaller, the user may choose to use his DEX Mod rather than his STR Mod as an attack bonus...
You would think so; and, as I mentioned, for all intents and purposes there's no way to go down in a rating (unless I'm forgetting something).

Or, you could make a FORT save versus DC 'N' each time you take damage greater than your CON, otherwise you are 'incapacitated' or 'wounded'.
I don't know what 'N' should be, but it should probably be fairly low.
