The reason you can't find the feat is that it isn't a feat. Unholy Toughness is an extraordinary special quality possessed by certain undead in MMIII, as per the Boneclaw. I wouldn't see it as being too much of a stretch to persuade your DM to let you have it as a feat, or possibly just add it...
