Yeah, the article is somewhat poorly worded in places, but as Lackhand points out the feat list doesn't have any level prerequisites.

A solid 8 for me. 4e is including most of the things I was hoping would make it into a new edition: more power derived from the PC himself, less reliance on magic items, class-based defense bonuses, epic rules designed alongside the core rules, pruning down the "stat abomination" monsters...

Yeah, "stake claiming" is banned on a lot of boards and probably should be here too...

Any bets on it's relative power compared to the Pit Fiend? While a strong argument could be made that the Balor will be a soldier, from what we know about demons I'm leaning towards pegging the Balor as an Elite Brute around the same level as the Pit Fiend.

Greyhawk has a little of everything but it definitely more of a "points of light" setting than FR with a darker tone, lower populations, more "unknowns", with even the so-called "good" nations having shady political histories. PCs stand out more in Greyhawk and feel less like tiny cogs in a vast...

Interesting... but perhaps moreso if it were April 28, 2007 or 2006 or 2005... :D And seeing as this isn't a 4e topic, I expect it'll be moved in General soon.

That was my first thought as well. Overall though it looks like another solid set of monsters. Nothing really surprising in their powerset, but they look pretty effective. I'd certainly hate to have the PC marked by that level 19 encounter group!

You'll note that on the card it says that it's an 11th level power for the Cat Burgler Paragon Path. Someone mentioned already that the "Backstabber" feat turns SA damage from d6s to d8s. The base weapon damage could be bumped from a lesser weapon as well.
