If your trying to reduce time spent in combat using action points its probably not best to add more options with what to do with them. Keep it at standard action.

Weapon focus is rubbish anyway.

One thing i would add is that if you just had the PCs choosing the attacks then you doing the dicework it speeds up the "is 19 a hit?" ect. talk and the next person can decide while you quickroll (in fact you could just roll X number of times before the playing time and use those for any rolls...

One of my DMs is doing a 13 man game (its a bit NOISY). I think splitting should be a good idea, find those who want to try a new character or class and swap these for the hard-set ones.
