I like it in a modern setting (like d20 Modern or Shadowrun) but wouldn't use it in a D&D game. I am much too 'old school' for that.

I voted 10th myself. A nice round number with a couple of stat boosts behind it and 5th level spells for all. I would feel a sense of accomplishment advancing from 1st to 10th.
