It's been our plan at Bards and Sages since the original announcement of 4e to support both systems if possible. All this recent announcement really means is that we have to wait until 1/09. But our plan has always been to create 3.5 and 4th edition versions of future products

$5,000 is not a "nominal" amount. It may be a neccessary expense for a large company that is run full time and only makes money on d20 products. But it is not "nominal" nor is it something worth going into debt over. I could throw that on my platinum card...but it would not be a smart...
