    I'd be inclined to allow an immediate action but not a swift action. @Mustrum: Note that although speaking is a free action, you can also use it on others turns, so it's "more free" than a swift action is; closer, in fact, to an immediate action.

    One trick that helps balance this sort of system is adjusting the CL and save DC's of the spells. That is, when you combine low level slots to cast a high level spell, it's still a weaker spell than one cast using it's "natural" slot.

    Why not just apply a flat penalty to all rolls? (Possibly to AC and spell/other ability DCs as well.) That's a bit simpler than mucking with penalties to ability scores. Each bracket gives you an additional -1, and it should penalize most classes about the same amount.

    I'd look at it the other way around: Enchant Arrow ability is one of the better things about the class, whereas Imbue Arrow is fairly useless. As mentioned above, it lets you stack abilities on your bow while still getting a decent bonus to attack/damage.

    Absolutely not; there are tons of mind-affecting spells which aren't forms of mental control. (And even more psionic powers.)

    There's an item in Races of Stone that could help: the gnomish quickrazor. It's held on your wrist, and sheathes itself after each attack you make with it, so your left with your hand free again.

    I don't think people say that the class as a whole sucks, just levels 4 through 20. ^_^ As you point out, the level 3 ability is quite nice, and 3 levels of swashbuckler is a good dip for many lightly armored fighting builds.

    The wu-jen might be a decent fit, but they have 5 elements which differ slightly from the standard western 4. How about the elemental adept? It's in complete divine, which might be why you missed it, but I believe it works fine for arcane casters.

    Doesn't the feat explicitly allow you to attack the same target? I know that, at a minimum, it doesn't disallow it.

    Of course they can. A wall of stone or iron is an example of this. There's even this special rule for Conjuration (Creation) spells: That the various orb spells create a ball of energy that "lasts indefinitely and does not depend on magic for its existence" is another amusing example of this.
