Well there are plans to convert PCGen to XML input/output, they are in the early stages right now, and working on a DTD even as we speak. This is still a few months away at best, but it is high on the priority list. There are also many people interested in making scripts/conversion utilities...

Another point on this, Those files are only required to print pdf character sheets. You can alternately use the HTML sheets that are included as well with PCGen. (Go to the preview tab and select a sheet with the .htm extension, csheetROG.htm or csheetROGcombined.htm are good choices)
