    How can I get divine grace as a cleric?

    I think a domain would do it - a cleric having a good charisma reinforces one of their primary abilities, so anything that increases the benefit of a high charisma should cost more than just the ability to turn undead. Domain powers and 9 spells ought to do the trick. (IHMO)

    The Player's Guide to Eberron is really good - it has a lot of background information on a whole range of subjects. I'd suggest running your campaign out of the ECS to see if you like it, and then picking up supplements as you go.

    Should prestige classes be better than base classes?

    Prestige classes should be specialized in their niches. Spellcasting prestige classes should remove a level of spells per day unless the abilities they grant are on par with wizard's bonus feats and do not grant as many castings per day as a sorceror would normally get.
