I don't know what the exchange would be, and to be honest I don't have a PHB to compare. But my gut says 1d4 x 1000 gold would be a bit much. The Fringer class gets 1d4 x 500, and they are by no means supposed to be wealthy.

Regarding BESM d20 itself - I bought it when it came out, thought it was neat, and then put it on the shelf. I've become intrigued with it again, lately, as the combat system is a bit lighter and more narrative than regular d20 (which pleases me.) And the upcoming Uresia d20 seems pretty neat...

I think that the point balances for the D&D classes assume that all magic items will be paid for with character points and the Item of Power attribute; given that, then yes, the spellcasting classes are a little more powerful. But that's all IMHO.
