I always thought someone could take one of the defunct newspapers and turn the presses into making modules. The newspaper may not be the best paper to make modules, but it is cheaper and you can make battlemaps as center fold-outs. Heck, you can even have pages that pull out to make folded...
I would skip to the current edition and just list them by level and world, so if you are looking for a level 5 spelljammer or level 12 realms adventure you can find it. Maybe add starter to those aimed at new DMs and players.
The box sets work for going a few levels or levels 1-5. These levels are fast(er) so I feel that can be one module. The other modules would likely be only 1-3 levels and likely less as you get higher.
