    Quest for the "perfect" all-in-one game

    Mutants & Masterminds (2E). It can do everything from dumb kids in a van investigating wierdness, to high fantasy, to Olympian pantheons, to whatever. It's not perfect for Deadlands: Hell on Earth -style apocalypse, but it can run it. That's as close as I've come to a all-in-one game.

    It isn't a shield and has no penalties. That said, I'd allow the feat to work. It's a weak item, one I've never seen used in play, and it's not going to break anything to allow it. However, I would note that this is a table ruling (and probably a house rule), not RAW. Good luck.
