    He doesn't have to be a Rogue or a Criminal. The backgrounds in the PHB are not comprehensive; the locksmith could have a background called "Tinkerer" or something that gives proficiency with Thieves' Tools. You can also learn how to use tools during downtime.

    That's a fair point. Overall, though, I don't think the lack of a delay action is a big problem. The first action in an ambush, 99% of the time, will either be a ranged attack or breaking down a door like in this example. Both of those actions can be resolved through the ready action.

    Don't forget Special: Folded Steel Sundering. As a result of the katana's superior forging using many layers of thinly folded steel, any time you hit with an attack against an enemy holding a weapon and/or shield, you can instead choose to deal damage to one weapon or shield they are holding.

    IMO, by far the best thing 4th edition did was separate the monster rules from the PC rules. Designing interesting encounters was far easier than in any prior edition, and running the monsters themselves was a relative breeze, because everything you needed was right in the stat block...

    It's nice that the feats in the playtest are all basically self-contained, effective powers in their own right, as opposed to 3.x and 4e where you often needed to chain a few feats together before you finally got what you wanted.
