Yes, it is a bit vague. My reading is that the scroll grants total protection from all the effects of the breath weapon. In Unearthed Arcana (for AD&D 1e) it has basically the same description.

I track ammo in AD&D and Basic (or similar games). I do not track it in 5e.

I really enjoyed running the adventures in it and I recommend it.

I personally like Vancian magic, but I appreciate that different games do things differently, so I wouldn't want to use it in Shadowdark.
