The rule in 5.5 is that you can only cast one spell with a spell slot per turn, which as written has no impact on monsters that cast without using slots.

No one should be dumb enough to write a rule that requires a DEX save to end paralysis, yet here we are. ;) Proficiency in basic logic is not exactly common....
