    Probably Con damage, but with a cap on the damage perhaps. No other dragon has such a breath weapon effect, though the astral dragon's scouring breath does flay the skin like a sandstorm (hp damage), and the sand dragon's gritty breath acts like a flaywind (Sandstorm).

    I re-read the breath weapon. At first impression it did appear to have an entanglement effect to me, but now slow does seem sufficient. I was thinking along the lines of, if a breath weapons coats the target in something (semi-)solid, it's gotta entangle or slow that.

    Brass, white, and mist dragons, among others, only have 1 die progression for breaths so the pearl dragon is in their league. IMHO the 3E crystal dragon should have too but that's moot now. ;)

    I'd exempt Cha from the -1 (and maybe even raise it) because it's supposed to be a superior spellcaster to the jade, right, so at least the save DCs for its spells should be a bit higher. Otherwise, a Tiny 4d12 wyrmling with a 1d6 breath (+2 progression) seems modest enough.

    Wizards did nerf the faerie dragon, so yeah, let's keep the hawkdragon simple. Ref save for Eye Gouge (ouch!) is good. I was thinking more of 1d6 rounds between breaths like one of the lost chromatic dragons (orange I think), but 1d4+1 (as if it used a metabreath feat) is ok too.

    Looks like an evil counterpart of the couatl, or an evil amphiptere. We can look to other serpentine dragons like the Styx dragon for constrict damage progression if we're not going to keep the values in the table. Seems like Small to Gargantuan.
