My current understanding is that any OGC sources used in an OGL book are required to be cited under the copyright notice. In this case, citing them in the copyright notice does not make their content open... each cited book would have to include a copy of the OGL as well as a specific statement...

True, but imagine the hassle of having to make sure all PI was protected, all relevant mechanics were declared open, and all mechanics utilizing PI terms and concepts were either reworked into open versions or locked down? All with clear statements to tell publishers what's what? Not so easy...
