    A better design choice IMO would be to specify the desired number of encounters per level (or per each level), and build the character XP progression based on that. No one size fits all choice. I surely see that issue. Again specifying the xp per next level and xp per encounter (or per monster)...

    TBH I was referring to 3.5E Dragons, where their CR was artificially lowered by approx 30% to make them "deadlier". 5E's monsters design is so handwavy that I never took any number written in the MM seriously.

    XPs are actually just hidden milestones: each encounter is per se is seen as a milestone, and the progression itself of character is measured in terms of encounters required. It's all plainly there. The fact that someone decides not to follow the largely arbitrary and inconsistent guidelines...

    In a system like D&D, IMO the simplest and most effective solution is to ignore XP and go for milestones, but that's a taboo for most people. IMO XP make sense in level-less (and probably class-less) games, which also tend to have more unified systems instead of specific designs for each class...

    You're right, I was focusing on the weapon attack part, not on the Eldritch blast part (which is the main point of the OP).
