    Use standard Orc and steal the Hobgoblin's 'Leadership' ability, which essentially grants a non-magical version of bless. Swap out the standard weapons for two clubs, and maybe slow his movement speed thanks to the big drum.

    I'd grant attacks made with the armour the ability to overcome damage resistance, but I wouldn't give it +1 to attack and damage rolls. As has been stated, the +1 is just for your AC.

    Yeah, having a game attached makes them usable outside a campaign. Or gives them a reason to be in the possession of NPCs. I can imagine some Vistani using them for gambling/entertainment as well as readings.

    Have you considered using Paladin as your core class? Divine Smite will bump up the whip's damage and you'll have access to a small selection of spells.

    As for the magic staff issue. A regular staff is an arcane focus for casting spells, whereas a quarterstaff is a fighting weapon for hitting things. The line added to many of the magic staves means that they can work as both.

    You could also make it an either/or choice for the attacker. Make a regular attack, as a +1 weapon, or crack the whip at an enemy to make them save VS CHR damage. One option would be more useful for combat and the other for (somewhat violent) social interactions.
