when we played 3E we had a house rule that roll of of "1" is -5 on the dice and roll of "20" is 25 on the dice, so no instant failures or success by roll alone.
little convoluted but works if...
problem is that high attack roll is not rewarded, except a crit, so we have that the roll of 7-19 is completely the same and we just hope for a "20"
