    I would say that game starts at levels 5/6. 1-4 is just training wheels. then you can keep the average campaigns to levels 12-15.

    I like that rule and we used it few times. But agreeing players to reduce power can sometimes be like pulling teeth, hehe. I have also floated idea that we all have same array at start(no ASIs later or from species) only from magic items. Array: 18,16,14,14,12,10. for ASI's, you take 2 feats.

    personally, I think that DND would lose nothing if we axed ability scores, they serve next to nothing in current game. multiclass requirement of 13? Just say +1 mod. carry capacity? 150 lb base, +/- 30lb per modifier. heavy weapons 15+. it's +2 mod.
