    I would. Why? Because there should be no way the wizard can qualify for them (at least most of the powerful ones). But if that same character wanted to learn to "fight good", I see no harm in allowing the character to take something like Epic Prowess.

    Actually, IIRC, the bonus feats you get from each class from that point on (fighter bonus feats or the wizard bonus feats every 5th level) can be Epic feats from the associated Epic feats bonus list for the class.

    By no means do I have a rules quote/page to back me up but.... I'd say you still need to do those things. If we treat turning kind of like a "save or die" spell (such as disintegration), then in, at least, the case for the lich, the phylactery still needs to be found and so on...
